Geographic coverage in analysis: Worldwide
Potential geographic coverage: Worldwide
Sectors covered: Education sector, Health sector, Humanitarian sector, Livelihood sector
Method used: Quantitative model
Description of methodology: INFORM model is a multilayer structure that builds up a score of risk by bringing together 54 different indicators. They measure three dimensions of INFORM risk concept. Each dimension is made up of two risk categories. Categories cannot be fully captured by an individual indicator. They have been chosen to reflect the interest of users of INFORM. For example, UNISDR may follow the institutional category index in the coping capacity dimension while Unicef and WFP may be more interested in the category of vulnerable groups in the vulnerability dimension. Underlying factors that contribute to the ranking results can be sought down through the levels depending on how narrowly the users intend to target their interventions
Risk framework used: Broad risk mapping according to different definition
Details: The INFORM model is based on risk concepts published in scientific literature and envisages three dimensions of risk: hazard & exposure, vulnerability, and lack of coping capacity. The INFORM model is split into different levels to provide a quick overview of the underlying factors leading to humanitarian risk and builds up the picture of risk by 54 core indicators
Hazards and impacts considered in the assessment: Cyclone (including tropical storm, hurricane and typhoon), Drought, Flood
Details: The data used in INFORM comes from international organisations and academic institutes and is considered the most reliable available. INFORM works directly with source organisations to ensure quality and appropriate use of the source data in INFORM
Participatory elements: No information
Consideration of interconnectedness and -dependencies of risks: No information
Adressing uncertainty: Yes
Details: To emphasise drought-prone countries with frequent and extensive drought (as well as to compensate for uncertainty associated with unique, intensive drought events), a combination of the average annual drought-affected people with the frequency of drought events in an arithmetic average is made
Scope of assessment: Identification of risks
Details: Provides scientific support to several EU policy initiatives
Economic/Non-Economic losses incorporated: Both
Applicability for entire risk spectrum (from extreme weather events to slow onset processes): No
Details: Only EWE and geophysical hazards
Recommendations for Adaptation measures included in Climate Risk Assessment: No
Usefulness for political purposes: The Index for Risk Management INFORM is a composite indicator developed as a tool for understanding the risk of humanitarian crisis and disasters
Applied by whom: Joint Research Center, EU
